At the turn of the year 2003-2004 the Minister for Education, Ulla Tørnæs, decided that education institutions and their libraries should join the DEFF cooperation.

The purpose in entering the DEFF collaboration is to upgrade libraries in the education institutions so that they may fulfil the role as knowledge centres and increase the quality of their services to students and teachers.

In the future DEFF and the education institutions will cooperate on subjects like:

• Licenses
• Information competence
• Virtual learning spaces
• Open learning centres
• E-learning

Employees from libraries in education institutions are now members of the four DEFF programme areas. In fact, these "new" institutions (in DEFF) have got their own programme committee called - New Institutions. Three representatives of the education institutions are placed in the DEFF steering committee.
